The Open Enrollment Tech Checklist: Is Your HCM Ready for Fall?

Most open enrollment failures trace back to system configuration, and configuration is testable in advance. An open enrollment technology checklist turns “are we ready” from a feeling into a test script: 21 specific checks your HRIS team can run in August, before the enrollment window puts every gap on display.

The Open Enrollment Technology Checklist Your HRIS Team Needs

The sections run in dependency order. Configuration errors invalidate eligibility tests, and eligibility errors invalidate workflow tests, so work through the open enrollment technology checklist top to bottom.

Section 1: Plan Configuration Review

  1. Confirm every active plan matches the carrier contract for the coming plan year.
  2. Verify rates, contribution amounts, and effective dates for each plan and tier.
  3. Retire or hide discontinued plans so employees cannot elect them.
  4. Check plan display names and descriptions against the enrollment guide employees will receive.
  5. Validate coverage tiers (employee only, employee plus spouse, family) and their rate mappings.

Section 2: Eligibility Rule Testing

  1. Test each eligibility rule against the current org structure, including any employee groups created since last enrollment.
  2. Verify new-hire waiting periods calculate the correct effective dates.
  3. Trigger a status change in a test environment (part-time to full-time) and confirm the plan group updates.
  4. Confirm union, contractor, and grandfathered-class exceptions still resolve correctly.
  5. Run a full eligibility report and reconcile the population against payroll headcount.

Section 3: Enrollment Workflow Validation

  1. Complete a test enrollment end to end in an employee test account, from first login through confirmation.
  2. Repeat the full flow on a phone, since a large share of enrollments happen there.
  3. Test dependent adds and beneficiary designations, including document upload.
  4. Confirm the confirmation statement generates and matches the elections made.
  5. Test evidence-of-insurability routing for elections above guaranteed issue amounts.

Section 4: Employee Communication Setup

  1. Update every template with current dates, plan names, and contribution amounts.
  2. Schedule the reminder cadence: announcement, midpoint, 48-hour warning, final day.
  3. Click every link in every template and confirm each lands inside the enrollment flow, on desktop and mobile.

Section 5: Post-Enrollment Audit Prep

  1. Build the reconciliation report before enrollment opens: elections vs. payroll deductions vs. carrier files.
  2. Schedule the carrier file audit for the first week after enrollment closes.
  3. Document the correction process, including owner and turnaround time, before the first error arrives.
This last section is the one most teams skip, and it determines how fast January problems get resolved. An election error caught in the first reconciliation run costs minutes; the same error found on an employee’s February paycheck costs a correction cycle and a trust conversation.

When to Run It

August. Run the open enrollment technology checklist while fixes can still go through carrier confirmation and a proper test cycle.
